SENATE BILL (SB) 200 – SAFE DRINKING WATER: Establishes the Safe and Affordable Drinking Water Fund and creates a framework for the State Water Resources Control Board to receive, administer and distribute revenue from the Greenhouse Gas Reduction Fund ($1.3 billion over 10 years) that prioritizes solutions for those most impacted by unsafe and unaffordable drinking water in the State of California. (Chapter 120, Statutes of 2019)
SB 645 – DEPOSITIONS: Limits depositions of dying mesothelioma and silicosis victims to 7 hours. A court may grant up to 3 additional hours upon request by defense counsel in the interests of fairness, as long as the health of the deponent does not appear endangered by the grant of additional time. Requires a licensed physician to attest that the deponent suffers from mesothelioma or silicosis and that the deponent’s illness raises substantial medical doubt about the survival of the deponent beyond six months. 2019-20 BUDGET: Appropriated $17 million for fish screens in the water conveyance tunnel between Lake Nacimiento and Lake San Antonio.

SB 766 – INTERNATIONAL ARBITRATION: Authorizes out-of-state and foreign attorneys to represent parties in international commercial arbitrations held in California. (Chapter 134, Statutes of 2018)
SB 1090 – DIABLO CANYON: Calls on the California Public Utilities Commission (CPUC) to approve elements of the Joint Proposal, as modified by the community impact mitigation settlement, which were submitted as part of the Diablo Canyon Nuclear Power Plant retirement application. Requires the CPUC to approve the community impact mitigation settlement of $85 million, as proposed in the proceeding; directs the CPUC to manage its integrated resource plan to ensure that there is no increase of green-house gas emissions as a result of the retirement of Diablo Canyon; and requires the CPUC to approve full funding of the $350 million employee retention program. SB 1192 – CHILDREN’S MENUS-HEALTHFUL DEFAULT BEVERAGES: Requires a restaurant, which serves a meal primarily targeted to children, to make the default drink option served in the bundled meal a healthful beverage - water, sparkling water, flavored water with no added sweeteners, or milk. Customers can explicitly ask to replace the healthful drink with a sugary beverage at no cost, but the default beverage offered in a children’s meal must be a healthful option. SB 1236 – COMMERCIAL TRUCK DRIVERS SAFETY: Implements a federal rule that requires those seeking a commercial driver’s license (CDL) complete a certified course of instruction from a commercial driving institution or program offered by an employer. It also establishes minimum behind-the-wheel training be completed as part of obtaining a CDL and that the Department of Motor Vehicles adopt regulations to comply with the federal rule by June 5, 2020. SENATE CONCURRENT RESOLUTION 23: Designates the Spring Equinox of every year as California Wildlife Day to help to educate the public about the importance of protecting and nurturing the state’s wildlife, as well as to increase the public’s awareness about the need to protect, restore and care for our natural resources. (Resolution Chapter 16, Statutes of 2017)
2017-18 BUDGET: Appropriated $1.5 million for the California Central Coast Veterans Cemetery to develop Phase II of the Cemetery.
ABX2 15 END OF LIFE OPTION ACT: Allows a terminally ill adult with the capacity to make medical decisions in the final stages of their disease to request medication from a physician in order for the terminally ill adult to initiate a peaceful and pain free transition. (Chapter 1, Statutes of 2015)
SB 17 – SEA OTTER RESEARCH & PROTECTION FUND: Extends the sunset date for the California Sea Otter Fund on the California state income tax form from 2016 to 2021. The Fund is used for research and protection of sea otters. (Chapter 136, Statutes of 2015)
SB 242- SCHOOL SECURITY: Requires a school district’s police department to obtain approval from its governing board prior to receiving federal surplus military equipment. (Chapter 79, Statutes of 2015)
SB 489 – PHOTOVOLTAIC (PV) PANELS SAFE DISPOSAL: Authorizes the Department of Toxic Substances Control (DTSC) to designate solar PV modules that are classified as hazardous to be considered universal waste for purposes of DTSC regulations and proper waste management. It also encourages the collection, recycling, and safe disposal of PV modules when they are no longer functioning. (Chapter 419, Statutes of 2015)
SB 945 – SAFE PET BOARDING FACILITIES: Establishes minimum standards for the care of pets while they are in boarding facilities in order to provide operators of these facilities with clear guidance on the safety and well-being of pets, as well as to provide protections to pet-owning consumers. Prior to the enactment of this bill, the law was silent on animal and consumer protections as it related to pet boarding facilities. (Chapter 364, Statutes of 2016)
SB 968 – DIABLO CANYON CLOSURE MITIGATION IMPACTS: Requires the California Public Utilities Commission to submit an assessment on theadverse and beneficial economic impacts that could occur in the San Luis Obispo County region when the Diablo Canyon Nuclear Power Plant is shut down. The assessment would be conducted by an independent third party. (Chapter 674, Statutes of 2016)
SB 1073 – EARNED INCOME TAX CREDIT: Allows the current California statute regarding the Earned Income Tax Credit to conform to federal law, providing a 45% tax credit for individuals and families with three or more qualifying children. (Chapter 722, Statutes of 2016)
SB 1363 – EELGRASS RESTORATION: Requires, to the extent that funding is available, the Ocean Protection Council, in consultation with the State Coastal Conservancy, to establish and administer the Ocean Acidification and Hypoxia Reduction Program, and specifies approaches that must be considered. (Chapter 846, Statutes of 2016)
2016-17 BUDGET: Appropriated $10 million for the construction of the Interlake Tunnel between Lake Nacimiento and Lake San Antonio in Monterey County.
SB 193 – WORKPLACE SAFETY: Requires chemical manufacturers, formulators, suppliers, and distributors, when requested by the Hazardous Evaluation System and Information Service (HESIS), to provide the names and addresses of their customers who have purchased chemicals or products containing those chemicals and their proportions, to the repository maintained by the HESIS when it has discovered a serious new or previously unrecognized health hazard posed by a toxic chemical. (Chapter 830, Statutes of 2014)
SB 936 – WATER RATE RELIEF BONDS: Authorizes the California Public Utilities Commission to issue a financing order allowing the use of an alternative financing mechanism known as “Water Rate Relief Bonds”; authorizes the Monterey Peninsula Water Management District to issue water rate relief bonds for the purpose of purchasing water rate relief bonds issued by another financing entity pursuant to a financing order; and only applies to water supply property serving the Monterey Peninsula. SB 941 – BOATING SAFETY CARD: Requires an individual to pass an examination and obtain a vessel operator card from the Division of Boating and Waterways in order to operate a motorized vessel on waterways in the State of California. (Chapter 433, Statutes of 2014)
SB 1087 – SEXUAL HARASSMENT PREVENTION TRAINING: Amends the state Farm Labor Contractor Act to mandate sexual harassment prevention training for licensees and their supervisors, as well as requires all non-supervisorial employees, including agricultural employees, to be trained in identifying, preventing, documenting, and reporting sexual harassment in the workplace. It allows the Labor Commissioner to take adverse license action against sexual predators and increases surety bond requirements in order to protect farm workers from wage theft. (Chapter 750, Statutes of 2014)
2013-14 BUDGET: Appropriated $1.5 million for the California Central Coast State Veterans Cemetery at Fort Ord to support the application by the California Department of Veterans Affairs for a construction grant from the United States Department of Veterans Affairs.
OCTOBER 2013: Secured $1 million for a matching grant for the Central Coast State Veterans Cemetery at Fort Ord to complement local and state fundraising efforts.
COAUTHORED SB 365: with Senator Lois Wolk to facilitate the allocation of up to $80 million in county jail construction funds, with nearly $44 million going directly to Monterey County.
ASSEMBLY BILL (AB) 565 – SAN CLEMENTE DAM REMOVAL: Authorizes the State Coastal Conservancy to make a $25 million grant to a for-profit company in order to facilitate the removal or alteration of the San Clemente Dam on the Carmel River. (Chapter 479, Statutes of 2011)
AB 922 – OFFICE OF HEALTH CONSUMER ASSISTANCE: Transfers the Department of Managed Health Care (DMHC) from the Business, Transportation and Housing Agency to the California Health and Human Services Agency (CHHSA). Transfers the Office of the Patient Advocate (OPA) from DMHC to CHHSA and requires existing OPA duties to apply to health insurers regulated by the Department of Insurance and their insureds. Assigns new duties to OPA related to assisting consumers obtain public and private health care coverage and navigate public and private coverage consistent with requirements under the Patient Protection and Affordable Care Act. The OPA can contract with community organizations that have a long-standing record of consumer assistance to provide services. (Chapter 552, Statutes of 2011)
AB 971 – SEA OTTER FUND: Extends the sunset date for the California Sea Otter Fund from 2011 to 2016. The Fund was established in state law in 2006 as a tax check-off on the California state income tax form. (Chapter 209, Statutes of 2011)
AB 1453 – HEALTHCARE COVERAGE: Establishes the California Health Benefit Exchange using the Kaiser Small Group HMO 30 plan as the Essential Health Benefit benchmark plan required under the federal Patient Protection and Affordable Care Act for individual and small group health plan products licensed by the Department of Managed Health Care. (Chapter 854, Statutes of 2012)
AB 1614 – FORT ORD REUSE AUTHORITY: Extends the statutory sunset date of the Fort Ord Reuse Authority (FORA) from June 30, 2014 to June 30, 2020. Requires the FORA board to submit and approve a transition plan 18 months before inoperability of FORA to the Monterey County Local Agency Formation Commission. (Chapter 743, Statutes of 2012)
AB 2332 – DISASTER LOSSES: Provides a special tax treatment, known as “disaster loss treatment,” for losses sustained in the County of Santa Cruz as a result of the severe storms that occurred in March 2011. (Chapter 203, Statutes of 2012)
AB 1217 – SUSTAINABLE SEAFOOD LABEL: Directs the Ocean Protection Council to develop and implement a voluntary sustainable seafood promotion program that consists of a statewide protocol to guide entities selling sustainable seafood on how to be independently certified to meet internationally accepted standards. (Chapter 279, Statutes of 2009)
AB 1757 – VETERANS CEMETERY: Authorizes the Department of Veterans Affairs, in voluntary cooperation with the Monterey County Board of Supervisors, the City of Seaside, the Fort Ord Reuse Authority, and local agencies, to design, develop, and construct the California Central Coast Veterans Cemetery at Fort Ord. (Chapter 450, Statutes of 2010)
ASSEMBLY CONCURRENT RESOLUTION 129 – INTERNATIONAL TREATIES/HUMAN RIGHTS: Requests the Attorney General to publicize specified international treaties and protocols to cities, counties, and state agencies, and to prepare templates for cities, counties, and state agencies to use to create reports documenting human rights violations in their jurisdictions. (Resolution Chapter 149, Statutes of 2010)
HOUSE RESOLUTION 23 – IDENTIFICATION OF INERT INGREDIENTS IN PESTICIDES: Urges the federal government to protect public health and the environment by calling on the U.S. Environmental Protection Agency to move quickly on its proposed plan announced to require the disclosure of inert ingredients in pesticides. (Adopted by the Assembly)
